In Naples we try to compensate for the state’s failings with imagination, reinventing jobs, like scavenging metal. But our heroes have been fined, arrested or deprived of their vehicles for committing what it has been decided is a crime. This is a city that can’t dispose of its own waste, yet punishes those who recycle scrap metal on their own. Peppe was also a “saponaro”, a junk dealer, before you could go to jail for it. From those who try to recycle scrap metal in the dead of night, to those pinning their hopes on the food packages that Caritas gives out to few households, we get a close look at the lives and hardships of those forever banned from public office.
